Minnesota Chapter 216B includes laws governing energy utility regulation, including requirements for utility rates, residential customer protections, utility energy planning, utility energy conservation programs, and renewable energy and emissions standards and goals for Minnesota energy utilities.
Minnesota Chapter 216C defines the duties and responsibilities of the Department of Commerce related to energy, and provides the requirements for state energy programs, planning activities, and reports, including the transmission adequacy report, state energy efficiency and weatherization programs, state-run grant programs, state programs for distributed clean energy resources, the Minnesota Climate Innovation Finance Authority, building energy benchmarking, and energy audit programs.
Minnesota Chapter 216H includes Minnesota’s greenhouse gas emissions goals and reporting requirements.
Minnesota Chapter 326B includes a wide range of building construction, licensing, and energy codes for new buildings, including the commercial and residential energy building code advancement process and goals.
