Minimum project costs of $5,000.

Only one (1) grant per property.

20% of eligible project expenses may be included, up to $5,000.
Property Eligibility
-
1–4 unit owner-occupied residential properties located in the City of Champlin.

Properties must be Homestead in Hennepin County.

Properties held in Trust, townhomes, and condos are eligible.

Grant approval is subject to program guidelines.

The Estimated Property Tax Value can NOT exceed $350,000 based on the Estimated Market Value from the current year's property tax statement.

Grant Details

20% of eligible project expenses may be included, up to $5,000.

Minimum project costs must total at least $5,000.

Must be current on mortgage and real estate taxes.

Grant funds are paid on completion of the project.

The Household Income shall not exceed 80% AMI based on family size using the adjusted gross income from the most recent Federal Tax Return.

Many exterior improvements are eligible, including roofing (including altering the roof line), soffit and fascia, gutters, chimney, siding and trim (including brick, stones, shakes, vinyl, etc.), windows, front door or storm door and sidelight windows for front door, garage doors, deck or porch (front or side yard), covered front porch and columns on front porch, driveway and sidewalk and front steps (repair or replacement), fences (chain-link fences are not eligible), exterior painting, permanent landscaping (retaining walls, removal of dead/diseased trees, planting of trees/shrubs), and window boxes or shutters.

Ineligible Improvements: Chain-link fences, grass seed, mulch, plants or flowers, new sod, rocks, and re-grading are not eligible. Recreation or luxury projects (pools, lawn sprinkler systems, playground equipment, saunas, whirlpools, etc.) are not eligible. Project expenses must not be part of an insurance claim.

For do-it-yourself (DIY) projects, a materials list including prices is required. The cost of labor and the purchase of tools may not be included in the loan.

One (1) bid is required from a properly licensed or registered contractor with the Minnesota Department of Labor.

All work must be completed within 120 days of the grant closing.
The current loan terms and conditions stated, including interest rates, do not constitute a commitment to lend or an offer to enter into an agreement, and that such an offer may only be made pursuant to Minnesota Statutes, Section 47.206(3) and (4).
