The City of Andover is making funds available to homeowners to assist with connecting to City Water.

About the Grant

- Grant amounts up to $33,000.
- Only one (1) grant per property.
Property Eligibility
- 1–4 unit owner-occupied properties located in the City of Andover.
- Properties held in a Trust, townhomes, and condominiums may be eligible, subject to Association Bylaws.
- Grant recipients must own and occupy the property.
- Grant approval is subject to program guidelines.
Grant Details
- Income must not exceed 115% area median income (AMI) based on family size and most recent tax return.
- One (1) bid is required from a licensed, registered contractor with the Minnesota Department of Labor.
- For do-it-yourself (DIY) projects, a materials list including prices is required. Only the purchase of materials and rental of tools or equipment will be considered an eligible expense. Homeowner labor is not an eligible expense.
- All work must be completed within 120 days of closing.
- Eligible project expenses include:
- Connection to City water
- Plumbing modifications to facilitate a connect to City water
- Payment of City fees, including the cost of water meter and accessories
- Property restoration
- Proper abandonment of a private well
- Projects not included on the list of eligible expenses are not eligible. Work initiated prior to grant being approved and closed are not eligible.
- One (1) bid is required from a licensed, registered contractor with the Minnesota Department of Labor.
- For do-it-yourself (DIY) projects, a materials list including prices is required. The cost of labor and the purchase of tools may not be included in the loan. Homeowner labor is not an eligible expense.
