Minneapolis Energy Efficiency Loan and Grant

The City of Minneapolis is offering a loan and grant to help residents improve the energy efficiency of their homes.
To qualify for the loan, the borrower must have received a Home Energy Squad visit within the last 3 years. The guidelines below are subject to change at any time without notice. Loan funds are subject to availability. All borrowers who are approved for the loan will also be eligible for an additional grant.

About the Loan
- Interest rate: 0% APR
- Loan amounts up to $20,000. (Cumulative original loan amounts of all loans cannot total more than $20,000 per borrower.)
- All loan recipients will be eligible for an additional grant. Grant amount will be based on project costs.
- Loan terms:
- Up to 3 years for loans up to $5,000
- Up to 5 years for loans up to $10,000
- Up to 7 years for loans up to $15,000
- Up to 10 years for loans up to $20,000
- No down payment required.
- Loan must close in 2024. Funds are available on a first come first serve basis.
- Loan approval is subject to credit and program guidelines.
About the Grant
- Borrowers who receive the Minneapolis Energy Efficiency Loan to receive this Grant. The Grant is in conjunction with the loan, and Grant amount will be based on eligible project cost, not the loan amount.
- Grant amount:
- Households with an income between 80%-150% AMI: 30% of eligible project costs up to $6,000
- Households located in a Green Zone or with household income <80% AMI: 70% of eligible project costs up to $14,000
- All other households in Minneapolis: 10% of eligible project costs up to $3,000

- Income is based on adjusted gross income from most recent Federal Tax Return and household size.
- Grant must close in 2024. Funds are available on a first come first serve basis.
Property Eligibility
- Single family and 2-4 unit, owner-occupied or absentee-owned residential properties located in the City of Minneapolis.
- Properties under construction, greater than 4 units, co-operatives, or used for commercial purposes are not eligible.
- The borrower must have received a Home Energy Squad visit within the last 3 years.
Loan Details
Loan:
- Loan amount can cover 100% of project cost, including utility rebates.
- Term determined by loan amount.
- Credit requirements: CenterPoint EZPAY borrowers must meet all CenterPoint Energy eligibility requirements. All mortgage payments and property taxes must be current.
- Work cannot begin prior to loan approval and closing.
- No closing costs.
Grant:
- All work must be completed within 120 days of the grant closing
- Attic Air Sealing: Attic air sealing is a prerequisite for attic insulation loan eligibility.
- Attic Insulation: Attic insulation must be combined with attic air sealing for loan eligibility. Final insulation R-Value must be greater than or equal to R-50 when attic space allows.
- Wall Insulation: All external wall cavities must be filled with insulation.
- Air Source Heat Pumps (all electric and dual fuel "hybrid" systems): Must meet efficiency requirements listed on the CEE Supplemental Energy Application. Download the application.
- 95%+ AFUE Gas Furnace/Boiler is eligible with a dual fuel "hybrid system"

- Solar: This improvement is eligible if there are no recommendations at an HES visit, or after all recommendations have been completed.
- Heat Pump Electric Water Heaters (must be Energy Star rated).
- EnergySTAR v. 7 Northern Climate Windows replacing single pane windows installed before 1978.
- Health and Safety issues addressed when performing any of the work items above; system replacement due to combustion safety, radon and asbestos mitigation, knob and tube wiring and ventilation.
- 1 bid is required. Work must be completed by a properly licensed or registered with the MN Department of Labor.
