As a senior energy analyst, Kelsey serves as data lead for the Partners in Energy program and processes and analyzes utility data for community projects in Minnesota and Wisconsin. Through this work, Kelsey helps municipalities and other partners develop data-based Energy Action Plans, which guide energy efficiency, renewable energy, and greenhouse gas emissions reduction goals. 

Prior to joining CEE, Kelsey studied the intersection between urban agriculture and community development in the Twin Cities metropolitan area. Kelsey holds an MS in natural resources from the University of Minnesota and a BS in natural resources from Cornell University.
